As part of their groundbreaking eLGU computerization program, the National Computer Center – Field Operations Office (NCC-FOO) has published a report that presents the state of local government unit (LGU) computerization and readiness for E-Governance.
The 2002 LGU E-Governance Readiness Survey Report reveals findings and
analysis based on the responses of LGUs on the survey sent out last August,
2002.
The main part of the 2002 LGU E-Governance Readiness Survey Report presents
LGU data on the following topics: Hardware/Equipment, Network, Internet and
E-Commerce, Investment and Planning, Application Systems, and ICT Organization
and Planning.
The survey was initially set up to have a census or a total enumeration of
all local government units in the country to provide an accurate picture of
E-Governance Readiness. However, slow return of the accomplished questionnaire
prompted research staff to limit analysis on retrieved questionnaire after six
months of survey.
The total population of 1,690 LGUs was targeted and 41.83% or 707 LGUs
responded. At best therefore, findings shown in the report are indicative, and
not conclusive, of LGUs E-Governance Readiness.
The report has been prepared by the NCC-FOO, with the assistance of Dr.
Ederlinda M. Fernandez of the College of Public Administration and Development
Studies (CPADS), Western Mindanao State University (WMSU).

| HARDWARE/EQUIPMENT |
- A total of 15,446 computer units are reported by 640 LGUs; the number ranges
from a high of 435 to one per LGU
- Among LGUs, cities have the most number of computer units with an average of
75 units, followed by provinces with 60 and municipalities with 10
- The classification (as to income) of LGUs is not related to their number of
available computer units
- Microcomputer Systems accounted for almost all of the systems reported,
predominantly (97%) desktop

| NETWORK |
- Only 175 (51.5%) of surveyed LGUs reported having LAN
- Only eight LGUs are part of WAN, and seven of them are in Luzon

| INTERNET and E-COMMERCE |
- 30.7% of LGU respondents reported having Internet, and majority (87.6%) of
them are connected via dial-up
- Region III has the most number of LGUs with Internet connection followed by
Region I and Region IV-A
- LGUs with no Internet connection attributed its absence to the following
factors: “No ISP” (57%), “No Budget” (40%), and “No Management Support” (9%)
- Only 22% of the LGUs surveyed reported hosting their own website

| INVESTMENT and PLANNING |
- Regions with the highest budget for IT projects are Regions V, II and III in
that order
- For the current year (2003) all regions have appropriations for IT projects,
which have a total cost of P152.51 M, an increase of 156% from the previous year
- While Region XII did not provide for IT projects in 2002, it has the highest
budget among the regions for this item in 2003

| APPLICATION SYSTEM |
- Of the 694 surveyed LGUs with computer units, less than half (47.5%) have
application systems installed
- In terms of operational level of implementation, the systems most used in
LGUs are Real Property Tax, Business Permit and Licensing, Civil Registry, and
Cash Monitoring and Payroll, in that order
- Windows (73.5%) is the most prevalent operating system followed by DOS (23%)

| ICT ORGANIZATION AND PLANNING |
- Only 14.77% have an Information Systems Strategic Plan
- Total ICT personnel reported is 2,403, which constitutes only 2% of the
total personnel population
- Almost half (49.85%) of these ICT eligibles are on casual employment status
- There is one computer with Internet connection per 14 employees
